Error downloading files

I've attempted to download  the following files, and have received the same error when doing so. The files appear to download fine, however I cannot open them or extract them with WinRAR or 7zip, they both give the following error message "C:\Users\j\Downloads\UnNamed Callouts 1.2.0.0 (2).rar: Unsupported archive format. Please update WinRAR to a newer version.
!   C:\Users\j\Downloads\UnNamed Callouts 1.2.0.0 (2).rar: The archive is either in unknown format or damaged". I have tried multiple browsers, even my phone and emailing them to my computer, and still no luck.
