The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

All it says is LSPDFR took too long to load, which is common for people who have too many plugins or lower end PCs.  Try it again and see if it happens every time.
