The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

    The OpenIV team themselves said it's not a thing, that's pretty much the end of the story.

     

    Modding is only available on PC, that isn't going to change.
