You mean the loudspeaker?  It's not a plugin, it's a microphone/possibly edited in effect he added.

    The VOM1 is simply him adding an effect to his audio file when he edited the video, and has nothing to do with the game. The closest to what you were thinking is Vocal Dispatch. This only allows you to speak to dispatch rather than the suspects though.
