I use Paint.net to make my skins for police cars but anytime I get in game, they're like a dull black (main color of my current skin is black). How can I make them shiny? Thank you in advanced!

    Have you tried using the trainer to change the vehicle colors once you are in the game?  Selecting the option to clean vehicle might make a difference as well. Just a suggestion for a possible quick fix.
