Can you delete a spawn point for peds/cars?

Hi! A simple question - can you just simply edit the map of GTA V and be able to just deleted spawn points of vehicles and/or peds? I RP a lot and I would like some peds and vehicles near some houses to not appear due to not being compatible with my RP. Is there like some sort of map editor to do so? Or can we do it by editing some files?
