I loged in to lspdfr one day and the light bar on the stock crown vic is gone and i dont know how to get it back and i dont have els installed 

It's an extra on the car. If you're using a trainer to spawn it, you can go in to the vehicle options and enable the extras (I believe it's extra_1). Alternatively, just spawn it a few times and it will eventually have it.

 

If you're using LSPDFR's built in vehicle selection, just enable the extra for it when selecting the vehicle.

In your trainer, it's under vehicle components.  If your trainer is working, then you should be able to.

i did it and nothing happend

Use Fix Vehicle to get it to show up. If it doesn't, go back to that menu, select the component (press num 5, likely nothing will happen), then go back and fix vehicle.

 

still nothing but if i keep spawning in the crown vic it will show up for a split sec
