The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Since the final updates have been released I have been unable to go on duty, even when using a vanilla copy of GTA V with only the LSPDFR requirements installed. It seems to be a common problem, and if anyone has a better or more permanent fix please let me know. However it seems I am not the only one having this issue, and changing a couple options in the Rage settings have allowed me to at least go on duty (not sure if any mods, etc will work). In Rage settings, check the box for force windowed mode & border less window, then save and launch. It seems to be a temporary fix for now. Link to video included.
