The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

If I rename the Mods folder the game will startup just fine, with the exception that anything in the mods folder doesn't work. If I load it with the mods folder named "mods" it will just get stuck on an infinite loading loop. Script Hook V and Rage Hook are updated. Any thoughts?

If any of you are using OpenIV to modify any parts of your game; make sure to open it and copy the new update.rpf to your file library.

 

It should fix your problem. (it did for me)
