nope thanks anyways. Let me explain basically I have watched a few episodes of lspdfr on youtube and see that most people use this thing called Ped Manager it gives a few options like arrest ped, search ped etc. I tried to ask on the video but no response so I thought I try and ask out here...

I had the same question a while back, and I think what you're looking for is Albo1125's Arrest Manager. It gives a menu in-game with default CTRL+H (actually a couple menus in here) that has Ped Manager in it, labeled at the top, "Ped Manager" all nice and pretty, which led me to believe that was the name of the mod. The funny thing here is that I already had Arrest Manager installed when when I was searching for this xD

I've got it set to start at the point where he actually shows it for a sec, but feel free to watch the beginning, where he explains the features, but uses hotkeys instead of showing the menu. If, for some reason, it does not start where I wanted it to, the part is at 3:09.

P.S. You helped me cause I was searching for a ped manager, but for something to like set which peds drive what, like replacing sheriffs with SAHP for example. Finding this, I remembered where I had heard/seen "Pen Manager" before.
