The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I reinstalled gta 5 in steam because of problems but now i want to download vehicles i go to openiv and i cant find my vehicle.rpf file if you look in he picture that what i find

You're looking in the wrong folder. The DLC files with vehicle archives are in update/x64/dlcpacks.

I went tools>options>mods folder>and check allow edit mode only for archives inside "mods" folder and i saw vehicle.rpf but thanks anyway
