Lagging while on duty?

Hello and I am wondering if anyone could help me with my problem. I have been playing LSPDFR for the past 2 years now and had no problem with any FPS drops or lag spikes. Now that I have re downloaded everything and started my game up I started to notice constant frame drops while on duty. While being off duty and driving around I had no problem with my FPS at all or lag spikes. It gets to my nerves due to the fact the my game was running perfectly and all of a sudden has constant FPS drops and lag spikes. If anyone could help me then that would be much appreciated! Thank you for taking time into reading this and I you do not know what the problem is or cannot help then it is fine. I hope you can help me with my problem!

I've been getting this issue, and all I can suggest is either borderless windowed mode or decrease in resolution to increase performance, but, this 'might' quality like it did for me. My GTA V actually looks like GTA 3 game now because of the shitty quality but maybe it'll be different for you.

 

P.S: If this has worked for you, can you help me figure out this performance issue so I can increase my resolution and have better quality with no problems, please?
