The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I am having the same issue. It does not say LSPDFR is running, but the station icons are on the screen. When I go to the station it does not give the prompt to go on duty.

Followed the instructions in this video, and it appears to be working. I have yet to load any mods, plugins, vehicles, etc but it would at least let me go on duty.
