My specs:

Geforce GTX 1070 8GB

8GB RAM

Intel Core i5-4590 CPU

Before i upgraded my PC i had a GTX 950. And with the 950 i didn't notice the fps but now i do. I use a lot of plugins and I guess the plugins is the problem but is there any way to solve it?

 

Please if you have any suggestion please reply.

How low is low? What FPS are you getting?

I get around 40-45 when im in city. And in sandy shores,blaine county around 50-55 sometimes 60 but not often. thanks for reply!!

What plugins/scripts & callouts do you have installed.

 

I think it's more than likely that the callouts and plugins that you're using are taking some performance away from the game. You can remove your callouts and plugins and then add them in one by one to narrow it down until you find the plugin(s) that are reducing performance.

I get only 30 FPS, everywhere it is the same

Check your refresh rare in your settings. It might be at 30hz when it should be a 60hz.

If the refresh option doesn't work try turning on or off vsync.     :)
