I'm having the same issue.  Did you ever by chance track it down?  I noted someone else was saying it was possibly 4k textures on vehicle mods.  Not looking forward to troubleshooting it down.

4k textures would definitely be the problem.  I'd try lowing to 2k.

How would I go about doing that?  Is it as simple as resizing vehicle textures down 50%?

Thanks!  I'll have to give it a go.  Appears that most of my custom vehicles all have 4k textures.  It's just odd that I can use them all in story mode with no problems but when I force duty it happens especially in the city.  It's just frustrating to be having these problems in a couple year old game when I have an I7-8700, GTX 1080, 16gbs of RAM, all on an SSD.  Hopefully, this will fix my woes.  Fingers crossed.
