ELS emissive issue

This is a problem I've worked around before but never really figured out the "proper" fix.

Unfortunately I didn't get the screenshot at a moment when the other lights are on, but what is happening is the lights in the center of the windshield are dim while the other lights are the brightness they should be (so this is not related to visual settings, it is an issue when I'm making it in z modeler). If it matters: I have the lights in the center of the windshield set as extras 5-6 and the lights in the fog light area/ grille are 1-4, and the dummys are centered with each light using the "copy local axis" tool. Additionally, at night the environmental lighting faces only backwards. I'm thinking it has something to do with the rotation of the axes or the dummies. Hopefully someone knows an easy fix so I can stop pulling my hair out.

I figured out the problem with the emissive, I needed to change the "adapt" section in the material browser. But I still have the problem of environmental lights only facing backwards
