Ok, so I would like to preface this with I'm very sorry.  I'm a complete rookie when it comes to the installation of games and changing of what needs to be changed in order for the game to function correctly.  I used to play SA:MP and it got kind of old so I updated to GTA 5.  I've done a lot of research on Google and it seems that you should have two GTA 5 copies, one for online play and one for LCPD:FR which may be the problem here, being that I may have combined both.  Either way, I'm seeking help. 

 

My game is through Steam.  I've installed the RAGEpluginhook.  When I launch Rage, I launch with "Run as Administrator" to ensure that there aren't any problems.  Well it launches, it opens social club, then says it's launching through Steam and the game starts.  As the game cycles to start about mid way through loading, the borders of the game on the screen appear then it starts in story mode.  It puts me in the game but it doesn't appear that LCPD:FR is functional at all.  There isn't the text in the bottom right corner of the screen that appears in the youtube videos I've watched of others playing this game.  When I close the game out, I see that there is a message "GTAVLauncher.exe failed to start."  At the bottom of the Rage Plugin Hook box, it reads "RAGE Plugin Hook v.0.61.1204.14469 PUBLIC ALPHA".  My current version of the game in the Rage Plugin Hook settings reads "Grand Theft Auto V v.1.0.1290.1, launcher version: 1.0.1290.2 SUPPORTED".  Thanks for any and all useful information!
