ELS will not start

Greetings all! 

I'm running into an issue with ELS. It worked fine about a week ago, but I got a new processor so I had to do a clean install of Windows. In that process I finally (finally) upgraded to Windows 10 from Windows 7. However, GTA and all associated files were on a separate drive. When I tried the game out again, after re-installing all the mods, ELS wouldn't work. I have read every thread I can find on this issue and none of the fixes people suggest seem to work. The lights on the vehicles remain on, as if I didn't have ELS installed. 

Fixes attempted:
Deleted every GTA file and mod file and reinstalled the entire game
Reinstalled ASI Loader and OpenIV.ASI and restarted the computer
Installed C++ and .NET Framework
Tried unblocking the associated mod files, but none were blocked 

 

I have the following files in my main GTA folder:

AdvancedHookV.asi

AdvancedHookV.dll

dinput8.dll

ELS.asi

ELS.ini

ScriptHookV.dll

 

I may have tried a few other fixes, but I've been working on this all day and my brain is sorta fried so my apologies if I left anything out. The asiloader text file says that AdvancedHookV.asi and ELS.asi both failed to load, but they're where they're supposed to be, they aren't blocked, and the game is allowed through my firewall. I have also tried turning off/on scroll lock. Also I tried turning the computer off and turning it back on again, and that age-old fix didn't seem to do it. 

Running Windows 10, if that matters. I've got a legit copy of the game, and it has been updated. It runs through Steam, too, if that makes a difference. 

Anybody able to help? I imagine I'm doing something super simple and silly wrong, so please don't hate me too much if that's the case. I'm just sorta at a loss for what to do here.

Yup yup. They're in the ELS folder as well as the pack_default folder (I did both to make sure).

It started working again? Like I left it alone for a few hours because I was frustrated and now when I try the game it works. Computers are wild. 

I have the exact same issue. There's no beep sound and can't open up the ELS control panel. I have everything it requires but it's not working it's weird. Till today I still haven't got it fixed. :(
