I'm not sure where you found out about this from, but I have never heard of it and don't think it's possible. I'm also not entirely sure what you're asking.  OpenIV is a safe program with no malicious intent.

I have to agree with Kallus! Openiv is really Safe! Steam hasn’t released any information about any hackers or information about hacking. The mods are pretty safe as well!

if your steam account password had been hacked or stolen, steam will send you a warning e-mail that your account was being used somewhere else.
