Are you sure you're right behind the suspect's vehicle?  Are you sure you're on duty?

Traffic stop detects vehicle which has driver in it.

Did you have this problem after playing for a while? GTA V has a disappearing driver bug after playing for an hour or so. (ghost car bug)

You can try to open RPH console (press F4) and then type "CleanWorld" or restart the game.

i have the same problem, i get right behind the suspect and press shift and nothing happens. i put my lights on and they pull over but as soon as i get out of the car they drive off.
