Would it be possible to do this and clear up the white noise in the background I have tried with audacity but can't figure it out.

I am trying to get a high quality reproduction of the Virginia State Police siren.

Ok since christmas is coming up ill be busy so cant do it this week thats why i went ahead and tried to make as much sirens as possible
