Hello my name is Troy. I'm new to this mod stuff. I'm kinda getting the hang of it but there is 4 things I'm having problems with. first one is my smart radio is not letting me run person check after I get the drivers ID. 2ND is my lspdfr computer is not loading up now when I hit the E key it worked at first and I was on another stop and it stopped working. 3RD is ( I know it says no cars but I don't see where to post it) when I download a police car I follow the read me that they give me and when I follow what they say to do I click .ytd file it pulls up the car I put in there but when I start the game go on duty the car is not there plus I try to spawn it in and click police2 ( the file that was being replaced ) it still spawned in the default car. 4 I download the ALPR+ and I watched a video it say to place the files in scripts but the readme says to place the else where I did both and still no luck when I hit f12 to activate. plz help me.

forgot one thing i needed help with

For Computer+ try to hold the E key down till Computer+ is showing up.

What folder did you copy the police2 files to?

If you can, link the ALPR mod so we can see. With the mod that I'm using it goes to - plugins/LSPDFR folder.

ok the computer+ working the folder I placed the police2 

installing the .ytd, .yft, and _hi.yft
1. Select the lighting option you would like found in the Model file. Next use OpenIV to navigate here:

2. x64e.rpf/levels/gta5/vehicles.rpf

3. Drag the .yft, .ytd, and _hi.yft files included in this folder into OpenIV, then navigate here and do the same.

update/x64/dlcpacks/patchday3ng/dlc.rpf/x64/levels/gta5/vehicles.rpf

installing the VCF files
1. Select the lighting option you would like from VCF in my download file. Then navigate to your GTA 5 file on your PC and follow this path:

2. Grand Theft Auto V/ELS/pack_default

3. Drag the files from my download into here. that was in the readme followed every step but when I click on the file it shows the car but load into game car not there. and the ALPR I'm using is http://www.lcpdfr.com/files/file/11929-alpr/ btw I got the ALPR+ working only problem I'm having now is the cars. and is there a way I can add more police car slots?

Don't use x64e or patchday3 for replacement cars, use the very newest/most recent patchday.  You can tell which one this is because it has the highest number. 

I'm gonna give that a try and see what happens and let you know. thanks for the reply

ok so I tried to put it in the most recent patchday but I'm confused on when u said don't use x64e?  where do I go to get to the folder I need then? do I just use the x64 and not the x64e?

The path you'll use is mods-->update-->x64-->dlcpacks-->latest patchday here-->dlc-->x64-->levels-->gta 5-->vehicles.rpf

I most be missing something. I'm new at this. I don't have a mods folder. I feel stupid now

The mods folder protects your core game files.  If something ever goes wrong to the point of not being fixed you can just delete the mods folder.  No need to reinstall GTA.
