The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Yes, you can use LSPDFR on the disc version.

Personally own the disk version for GTA V and then have the steam version of GTA IV and i havent had problems on either so you shouldint

LSPEDFR works for Retail and Steam version.
