    Thank you for your fast response! I tried and changed the file as you said. I opened GTA tried the mimic feature again and it worked! Thank you for helping me fix this problem :)

    Do you have ELS installed? If yes, try this, go into your ELS.ini file and look for 
     
    [ GENERAL ] and under that section look for
     
    ElsTrafCtrlOn  and set it to false like this
     
    ElsTrafCtrlOn = false
