The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Its most likely a combination of both. I busted my laptop screen a while back and had some issues before and i had to use my phone so thats most likely where the dual account action came in. I will definitely give that a shot and see what happens.
