So i've been playing First Response since the beginning of LCPDFR, I had just finished building my new pc and decided to get back into LSPDFR so i started playing n stuff, I had noticed, after a few weeks of playing, that all of the vehicles I ever downloaded off this website or GTA5 Mods, the lightbars, or the window lights for slicktops, would never "flash" as opposed to the headlights and tail lights that had full corona, but all the lights would be super bright as soon as i stepped a few feet away from the cars. 

 

I have tried many visual mods such as Radiance V, Make visuals great again, and various visualsettings.dat files that claimed to fix this with no avail

I have also tried uninstalling my GTAV game twice with once again no difference.

 

I don't remember ever having this issue with my old computer, but this one seems to always have the same issue, besides the fact that it has better specs (GTX 1080, as opposed to a 980ti), but i'm not even sure if my computer has to do anything with this.

Also, I know some will think that maybe the car models i'm downloading are maybe just bad and the developers maybe just don't bother, but I have tried countless amounts of car models that have never worked.

 

So, as you can see from the screenshots, headlights and tail lights have full corona, as well as there are red and blues in the reverse lights with full corona but we can't see them in the image, but the dash red and blues on the front are super dim without any corona, as soon as I get far enough, the car lights up perfectly with full corona.
