The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hello there. I'm new to LSPDFR and I was wondering how do people not overlap there keys with the plugins etc. Like I know you can change the binds from individual plugins. But for example the computer + mod u hold e to turn it on. When I do it, I honk causing the pulled over vehicle to move forward then the computer pops up. So I'm just wondering if someone could like send me there control stuff, it would be helpful. Sorry if this sounds confusing. Thank you!

For the horn issue, go into the ELS INI and disable ELSTrafCTRL.  Other than that you can't really "fix" that keybind.
