I have looked here on the forums at past problems with the F4 not opening and tried them out, none seemed to work. I did notice something different  in my case then the others I've seen. My game doesn't freeze for a few seconds when I hit F4. Another thing I noticed was on my task bar I used to have 2 green GTA5 "V" windows icons stacked behind each other (using windows 8.1) when the F4 was working, now I only have 1 green "V" 

 

I have tried reinstalling LCPDFR and Ragepluginhook. 

 

I can go to the PD for on duty but not all plugins and scripts load for LCPDFR (most do)

 

Have u tried to run rage in admin rights

Says thats for Windows 10. I have Windows 8.1 and I dont see any of those options

Hey,

I used to have this issue too, and to be honest i have a lot of issues in general...

I think the reason for your problem is RageNativeUI file, when i downloaded it the consol opend and the game worked fine...

 

My advice to you, since this MODS/ADDONS areant stable delete the game and redownload it and make a backup folder for the game.

hmm yes of curse, but its better that way.. you can just uninstall all the files that not relate to GTAV

Well I feel like a dipshit. I had Disable DirectX Hook checked. "If ticked, prevents RAGE Plugin Hook for hooking into the rendering system of the game. This will also disable systems depending on it, like command console."

 

Launched the game hit F4 and BOOM there it is. Not sure why that was checked but seems to work (for now)
