The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You know the thread I made about the world not loading right? I figured it out... I uninstalled Menyoo Mod Menu and it started working like magic! The world loaded and everything... But do I need a mod menu for this mod? And if so what one do you suggest? Also the other issue I have is when I spawn into the game, on the right corner where it says lspdfr loaded or something like that, the image says img. or something like that and there is different colors in the picture!
