It's just a poor re-skin of a really... bad... conversion of the GTA V LSPD cops. I highly recommend against them, they were just horrible.

I'd recommend this 100%, though. The best there is, no doubt.

    The one I posted is entirely different. It has every emergency ped replaced with its real life counterpart and the models aren't horrendous like the GTA V ped convert.
