When I go up to a vehicle and press L ctrl + page up to issue the ticket people with guns in red sports cars spawn and try to kill me. I saw the other post on this but I do not have simple trainer, I have another trainer from gta5-mods.com and can't find it in the configuration settings. Any help?

This is a result of Simple Trainer's keybindings.  You can either open the trainer in game and disable keybindings, or open tnhe INI/config and disable keybindings there.  If you prefer using trainer keybinds, you can just disable this particular one.

My key bindings were already set to 0.

@sheepdog6024 and a zero means it is not disabled. Change it to “1” and see what happens.

Oh I thought 0 meant disabled, thanks I'll try it

Late but if anyone is still experiencing this issue, in simple trainers .ini file you can find this:

Simple trainer uses enums (numbers for each key) and mine was set to whatever pageup was, so setting it to 0 doesn't actually (or might not) turn it off.

I've just set it to None cuz who would possibly want this mid traffic stop.
