The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

So i just install my game, update to the last patch which is the 1180 and after i install my RHP and LSPDFR (ONLY) when i try run it, that is what pops up before the RHP menu show's up

Have you tried running the game from steam first then trying to use RPH. That's my only idea unless kallus has another idea.

If in doubt reinstall.
