I had the same problem a couple weeks ago when my game randomly crashed on start up. I decided to fully restart my computer and do a fresh install of everything. Now my game randomly crashed on start up again (FYI didn't Download anything) I played maybe 2-3 hours previous to that no problem. So I decided it would be best to delete the gta 5 directory and put in my latest backup. I will add photo of the files I'm not able to delete and I will add a photo of the error that comes up when I change permission to remove files says that I cannot delete "traffic police" "albo.1125" etc.

Does it list a reason of why it cant delete ie File cant be found or File is in use by another program?

You need administrative permissions is what I get from that. or that the folder permissions have been messed with for that one folder denying your user account access to modify it

This is something you're going to have google. Mess around with the wording of the search and im sure you can find something. If you need to do a clean install can you go inside the GTA folder and just select all and delete from there?

It won't let me and when I go to the security settings to change the owner that can modify the files it says an error occurred listing each "gta mod" I want to delete and says it can't be completed.

Thank you man I will try that. But I still don't understand why my game crashes on the first loading screen. It played fine 3 hours previously.

No dont ever download a tool that claims to fix everything. If you have another hard drive i would try moving the game install location to that drive through steam and seeing if that fixes the problem.

I didn't download it. I can't touch the gta5 directory or what's left of it of the stuff that won't delete. I tried doing what the link you sent me but it still doesn't work. 

Bump, anyone have any other suggestions? 

SOLVED * anyone having this problem you have to delete the files through steam so they can uninstall.*
