The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I followed the instructions LSPDFR installation page and the rage plugin seems to be working and loading up fine, but The mod it's self won't activate 

 

I noticed in the game directory that there isn't an LSPDFR folder and the plugins folder is empty 

 

am I missing something? (screenshot of game file attached)

Welcome to the community. You need an LSPDFR folder. And the plugin folder shouldn't be empty. Go back to the LSPDFR download, and extract all the files and the plugins folder. When you install RPH, you may have accidentally overwritten the plugins folder because the RPH download also includes a plugins folder.

Here is a link for Albo1125 guide on how to install lspdfr and all other plugins and mods along with it. Trust me it helps in the beginning as it did for me.
