The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I got the current version, but I bought GTAV via steam, and when I try to launch it, it asks me to sign into Rockstar games

 

 

 I updated script hook V and it makes me sign in via rockstar when I try to do your way.
