The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Do anyone know if there is a body guard or partner mod that I can use similar to when I go on duty and I select what I want to look like? Right now I just clone my sleft in the body guard menu but what if I want a female partner or just a partner that has different military or police offits

None of the currently available partner mods allow you to completely customize your partner.  Darkmyre's Police Partner does allow you to choose between male and female, and what their uniform is.  However, that is the extent.
