1) Whenever i respond to a call, i  call back up, cops arrive, exits their cruisers with gun drawn, but stands there like statues, and do nothing, just stand there, whats going on?
 

2) my newest problem is when i goto play LSPDFR, it loads but when i goto police station to go on duty, the map shows the stars where the department are, i go to report for duty, but i cannot. It wont let me in, console doesnt work....Did something change?

1) You have to actually be in an active pursuit/call and on scene for backup to do anything..

 

2) Go to the RagePluginHook Settings ---> Game settings ---> Command line switches check "Force Windowed mode" and "Force DirectX11" then save and launch.  You can change back to full screen once in game.

If there is no pursuit for them to join, and you're not arresting anyone near them, they will just do that. They'll only react to pursuits and nearby player arrests.

Ok, im up and running, thank you fellas....But the only problem i have is iam using JBL Bluetooth Headset, everytime i goto play LSPDFR the sound goes out or if i push "up" on my "D-pad", the sound goes out...

I'm going to assume that has something to do with your headsets.  I'd their settings, if they have any.
