The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I did notice two other callout errors:

 

Agency Callouts:  Darkmyreapi.dll seems to be missing.

 

Khorio.common: I'm unsure what exactly this means, or which mod this is referring to, but the khorio.common is having an issue.  "Cannot load type Density".

Police Smart Radio is loading.  The problem is that the above issues are causing LSPDFR to crash.  I would install the darkmyreapi.dll, and maybe reinstall khorio.common.
