I have a graphics enhancer, ENB, and ELS enhancer and I still have this issue. I've edited some of my visualsettings and still with this issue. Ive searched and tried multiple things. Redownloaded ELS, uninstalled/reinstalled advancedhook. 

Only using 1 car, no plugins, Player Location Display, No other Mods.

    I completely removed my Mods folder. Deleted. I opened Steam and did a file integrity check and required 3  files.  From there I Installed 1 car model, and Radiance V which is just a Visualsettin

Make sure PostFX, shader quality, and shadows are all on high or above.

 

If they are, please attach your visualsettings.dat.

The reason the lights are so terrible is because the values are low.

 

In the visualsettings, look for "car.defaultlight.day.emissive.on".  There is a day and night option.  Change the values to this.

 

car.defaultlight.day.emissive.on    6000.00
car.defaultlight.night.emissive.on  1500.00

 

Save, and drag and drop the edited visualsettings back in.  You should be good.

EDIT: You know I was looking at defaultlight and was like "Nahh that cant be it" and skipped it lol

Open your trainer and go to the vehicle modifications menu.  Find the window tint option.  Now select another tint, then go back to "none".

Take your mods folder out of your GTA directory.  Now go in game.  Once you're loaded in, exit the game and re-add your mods folder.

I've yet to install this model, so can't say for sure if it's a model issue.  I would advise uninstalling all of one graphics mod before throwing in another, or there will be conflicts and things wrong.

Alright, how do I uninstall something that was installed by the Open IV package installer?

Unless it came with an OIV uninstaller, you'd have to do it manually, or just delete the update.rpf in your mods folder and remake it.  This light issue might be a result of so many different graphics mods, but something is definitely interfering with it working right.  I would try remaking the update.rpf.  Don't add any visual enhancers right away. Change the lights in visualsettings.

Just noticed while readding the car, the readme says "no tint fix applied"

 

Maybe thats  the issue? Im going to try a different car. I deleted my update in my mods folder. Not gonna add any GFX enhancers yet.
