Make cops stay after requesting backup and TPAC mod

Could someone make a mod that makes the cops stay on scene for up to 10 real minuets after an incident to make it realistic? They could be doing tasks such as walking around , directing traffic, and writing down notes. And for UK, could someone make a TPAC and Hard Stop mod?
