Frankly, you have quite a lot in your main directory that I've never heard of and have no clue what they do.  Any one of them could be resulting in the loss of texture.  Is it ONLY with police vehicles, or is it with all?

its mainly with police cars and when i noclip around the map to fast but i think i mite have fixed it if not i will let you know thanks for the help though

when i noclip around the map it still happenes , but it didnt  happen when i did the same callout as in the picture

You previously said it happened with police cars.  Now it happens during a callout?  If it's just this specific callout, try removing the callout pack that it's associated with.

I'm trying to figure out if this is mod specific or if your computer isn't able to handle GTA.  Please load into GTA V via Steam or the GTAV.exe and play the game.  Do you lose textures?

Temporarily remove all your plugins in the plugins-->LSPDFR folder.  Now load into your game via Rage and play for a bit.  If you don't lose any textures, it's one of the callout packs.

That's because FiveM doesn't utilize your mods.    If you're still experiencing the texture loss even in the vanilla game, chances are you installed some type of graphics/visual mod that is causing a problem.  Temporarily move your mods folder to your desktop.  Now verify integrity of game cache.
