Unfortunately, the pack he has was removed from LCPDFR.  To my knowledge there isn't any other ELS LAPD pack.  I believe there are some individual ELS LAPD vehicles, though.

I've installed and tried out most, if not all of the ELS packs, so you might get a lot of links here. XD  Here are some of the packs I've tried and really liked.

This final one is probably one of my top favorite packs.  Again, I just threw on some LSPD textures to this one.

A pack is in the making as we speak! The author is taking his/her time with it which is very good as the contents will be perfected instead of rushed.

There was an lapd pack on here but imo it was rushed and had bugs. (not hating on the author as they already have better skills then me in modeling vehicles)

There aren't any LA packs out, yet of good quality, or at least at all from my knowledge. @Scuderio has one in the works, and I can assure you it'll be top work.
