The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Not that I am aware of... I had HEROCop before but already removed that thinking that was the issue because of the dog that spawns at that police station... 

Here is a list of my plugins, I dont think any of them are police station based. :

All are located in C:/Program Files/Rockstar Games/Grand Theft Auto V/plugins/LSPDFR 

with the exception of LSPDFR First Response.dll, StickyWheels.dll, and EUPMenu.dll. 

(Those three are just in the plugins folder, not in the "plugins/LSPDFR" folder as stickywheels does not work when placed in that folder and I like to have EUP working before I go on duty so I can set up my officer before going on duty.

Try temporarily removing police smart radio.
