The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

    I've had this problem for a while.

    I've loaded it without rph and still have the same issue.

    That might indicate a deeper problem.  Since you've been having it for a while, it'll make it harder to actually figure out the cause unless you can remember any graphics/map mods you may of installed.

     

    If you take out your mods folder, does the map act normally?
