ELS uses g to toogle the sirens and gta 4 use g for horns and sirens too

you probably want to edit the controlls in gta so that horns and sirens are not on the G key

(I changed my horn key to Page Up)

that way you can toggle the sirens with g or just use the normal gta 4 siren with another key

you mean basically...the manual button found in cop cars that gives a blast of the wail from wind up to wind down or stop at full wind up?

That could be another script. Your best bet to figure it out is to ask the guy that made the video and see if he can shed some light on it. I know you can't do that through standard ELS means
