The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Traffic collision callout is the part of the CalloutsV. It's the callout, not me crashing into other cars.

My bad, for a second I was confused and thought you were still having issues with it.  Unfortunately, due to CalloutsV being so outdated, the best option is just go without it.
