LCPDFR is not loading into GTAIV

I Have finshed downloading lspdfr and followed lots of youtubers tutorials and i did it all right. But When i get in game there's no red circles to become a police officer at the police station and when i try to forceduty in console nothing happens. When gta 4 crash's it says it was not lcpdfr that crashed the game. So the game know's lcpdfr is in the files but its not loading. Can someone help me here!?!?

In game press alt+P to active the mod,

 

Active mod first, then you can type "forceduty".
