Non ELS Lights not working

Hey guys any suggestions on my NON ELS cars not working as far as anything but the rear WAG lights?  My ELS cars work great with the control panel and all, but for some reason the NON ELS do not.

I would assume the regular cars would work even though they are not ELS.

not if you are trying to use them with ELS. That is what I got from your statement above, but I might have read it wrong.

No im not trying to use as ELS. I know the panel wouldn't come up for a non ELS mod. When I go to use a non ELS car just expecting regular wags and lights only the wags come on.
