The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Make sure RagePluginHook and GTA V.exe and GTALauncher.exe are in the same directory, which should be your GTA V directory.

You probably need to run RPH in the directory you originally installed the game. Since you're on the Steam version, RPH and the game need to be run from "steam/steamapps/common/Grand Theft Auto V." Installing to "Grand Theft Auto V LSPDFR" probably isn't working because that's not where Windows has the game installed to in the registry. The easiest way to fix this would probably be to rename your original GTA V to "Grand Theft Auto V Original" and your copy of GTA V to just "Grand Theft Auto V"
