sure, you installed required files?

if yes, I get it, it's an old mod for gta4 and probably needs to be updated.

You have to downgrade your GTAIV to 1.0.7.0 path. 

 

Downgrade link: https://support.rockstargames.com/hc/en-us/articles/200145406--May-28-2010-Grand-Theft-Auto-IV-Patch-7-Title-Update-v-1-0-7-0-English-1-0-6-1-Russian-1-0-5-2-Japanese- (install English version).

 

Then install LCPDFR 1.1, the last update version.

i thoght my pc won't start gta v but i install it and it work just fine but  every 2-5 sec it lag for 1 sec not big deal i will start playing gtav lspdfr :)

Your pc can handle LCPDFR or not?

 

If not that's why it's lagging for you.
